House Speaker Andrew Romanoff said, "We've been working very diligently and quietly . . . to try to corral enough votes to pass this thing. We're still working on that," and characterized arguments from the other side of the aisle as election-year politics.
The Republican leadership said it will be impossible for Romanoff to sway members of their team.
